Tips for Speaking at Council
Eugene
- Get to City Hall early if you are giving comment in person—requests to speak close at 7:35pm. You will be called in a random order up until a time limit is reached, then council decides if they will extend the time limit for any additional speakers.
- You CANNOT sign up to speak if you are joining virtually.
- You will get 2 minutes and 30 seconds to speak when your name is called. It helps to practice aloud ahead of time. You do not have to use the whole time.

- You can bring written materials, such as a written copy of your testimony to give to Council. Or you can email these to [email protected].
- Council does not allow signs or visual aids.
Springfield
- Get to City Council Chambers early if you are giving comment in person—the total allotted time for public comment is limited.
- If you are joining virtually, let the City Recorder know you wish to speak by using the virtual “raise your hand” tool.
- You will get 3 minutes to speak when your name is called. It helps to practice aloud ahead of time. You do not have to use the whole time.
