The Contract

This is the contract between the City of Eugene and Flock Safety, signed on March 24, 2025, by Sarah Medary, Eugene City Manager.

Section 5.3 Disclosure of Footage (page 27) gives Flock the ability to share the data with any third party if they believe it will “address” a security, privacy, or technical issue. They even make the distinction that any third party here can be outside law enforcement or government agency. Of course, they’re allowed to share with those entities as well. It doesn’t matter who “owns” the data if Flock can share it with anyone.

11.1 Termination Provisions (page 14) gives the city the ability to terminate the contract. “The City may terminate the contract for any reason considered by the City to be in the public interest.”

The city needs to say, “It is in the public interest to terminate this contract.”
