On June 16, 2025, 404Media once again broke Flock-related news, this time with the results of an extensive public records request that revealed the existence of the Southern Oregon Analyst Group (archive link).
The Southern Oregon Analyst Group is apparently a coalition of members of several different police agencies who are casually sharing data over email with federal agencies, including HSI (Homeland Security Investigations, a part of ICE), in violation of state law.
This is exactly the kind of broad data sharing that Flock is designed to support and encourage. When the Eugene Police Department promises to only share data with agencies in Oregon, they are in effect promising to provide federal agencies with direct access to Eugene’s surveillance data; the federal agencies need only find a friendly officer in any of the other agencies in Oregon that has direct access to Eugene’s surveillance network.
The Eugene Police Department has been providing the Medford Police Department with direct access to their Flock network from the beginning. If ICE wants to search EPD’s surveillance network for someone, all they have to do is contact their friends in Medford.
